Finland urgently needs solutions to its skills shortage, which threatens economic growth and business operations. Meanwhile, unemployment among the highly educated is increasing, and immigrant job seekers face underemployment and discrimination in recruitment. As a small and aging society, Finland cannot afford to waste the workforce potential of anyone, including immigrants and older workers.

We believe that the keys to solving the skills shortage and skills mismatch lie in inclusive recruitment practices and the effective and responsible utilization of digital tools. Our project addresses this need by providing research-based information to support organizational recruitment. From a recruitment perspective, digitalization has brought new opportunities but also ethical challenges. The rapid development of AI-powered recruitment tools has simultaneously increased opportunities to reach and attract international talent, but also amplified the need for training related to the use of digital tools. Research indicates that recruiters’ digital skills and ability to identify and recruit talent using digital tools vary considerably, not to mention micro-enterprises that lack the resources to invest in digital recruitment tools.
