Published in 2019, the first Global Status Report on Health in All Policies presents a global overview of Health in All Policies (HiAP) approaches and practices. Prepared on behalf of and in collaboration with the Global Network for Health in All Policies (GNHiAP), the report draws on survey responses from 41 jurisdictions across 22 countries and includes a foreword by Dr. Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization.
The report examines how HiAP operates at national, subnational, and local levels and across three phases of maturity: emerging, progressing, and established practice. It identifies the conditions that support the initiation, implementation, and sustainability of HiAP, including governance and leadership, dedicated resources, entry points, ways of working, organizational and individual capabilities, monitoring and evaluation, and the establishment of clear priorities and outcomes.
The findings show that more established HiAP practice is associated with stronger political support, formal governance structures, dedicated personnel, and more developed monitoring and evaluation mechanisms. The report also emphasizes that there is no single model for implementing HiAP. Effective approaches must be adapted to each jurisdiction’s political, organizational, and social context.
By documenting the diversity, achievements, and continuing challenges of HiAP practice, the report provides an important baseline for understanding its global development and for assessing progress in subsequent editions.
